I don't know, but it probably means he's got something in there he doesn't want people seeing. Attempting to extract it with 7zip will just tell you that this type of file can't be extracted. It's a fantastic tool but when I used it on Winaero Tweaker's setup.exe, it opens a console and asks for a password. You may never see it unless you use special tools to extract. In my opinion, it is a bit suspicious that he packed the setup.exe in a passworded archive.
